Disney agreed to pay a $10 million civil penalty to settle FTC allegations under the children's privacy rule. The FTC said Disney marked child-directed videos on YouTube, including Frozen, Toy Story and Mickey Mouse content, as "Not Made for Kids" by labelling whole channels, which let data be collected from children under 13 without parental notice or consent. It kept doing so after YouTube flagged more than 300 videos in 2020. The order requires a review programme to label videos correctly. A federal court approved the order on 31 December 2025.
