In a post dated 11 November 2019, CatholicVote said it had "identified 199,241 Catholics in Wisconsin who've been to church at least 3 times in the last 90 days" and that 91,373 of them were not registered to vote. The National Catholic Reporter reported that the group found them with geofencing, which captures data from phones inside a set boundary, here a church. CatholicVote's president told Catholic News Service the location data came from third-party apps whose users had opted to share it, and that "We are merely a customer accessing the ad exchange along with thousands of other marketers of products and services."
Used phone location data to find people who had been inside Catholic churches

ThinkProgress reported on 19 July 2019 that Steve Bannon and the conservative group CatholicVote used location data from phones that had been inside Roman Catholic churches in Dubuque, Iowa, in 2018 to target those people with get-out-the-vote ads. In a scene cut from a documentary, Bannon said: "Literally, they can tell who's been in a Catholic church and how frequently." CatholicVote's office manager said the method "does not allow you to collect personal information" and declined to comment further. The Archdiocese of Dubuque said it did not collect or sell the data and did not know its churches had been geofenced.
